About The Customer
The customer is a business outsourcing company that provides a range of human capital management solutions. These include human resources (HR), payroll, talent management, tax and benefits administration solutions. One of the company’s groups is responsible for maintaining a complex payroll application that runs on mainframe servers and processes payroll requests in large batches. The group is composed of developers, testers, quality assurance (QA) staff and statutory research analysts. The company was seeking to modernize its mainframe applications by providing web services for its front-end systems, which are written in Java.
The Challenge
A business outsourcing company that provides human capital management solutions, including HR, payroll, talent management, tax and benefits administration solutions, was faced with the challenge of modernizing its mainframe applications. One of the company’s groups, responsible for maintaining a complex payroll application, was tasked with providing web services for its front-end systems, which are written in Java. The payroll application runs on mainframe servers and processes payroll requests in large batches. The group, consisting of developers, testers, quality assurance staff and statutory research analysts, needed to find a development application that would facilitate this modernization effort.
The Solution
After evaluating solutions from numerous vendors, the company chose IBM Rational Developer for System z software to modernize its applications. The group acquired 30 floating token licenses for the Rational application and quickly used it to create web service artifacts to support online transactions for the payroll application. The chief application director within the group was attracted to Rational Developer for System z because it has an integrated workbench, a single place where they could launch a product in the morning and do a whole bunch of things without having to start multiple products, split screens or suspend one session and go to another. The software supports multiple platforms in a single integrated development environment (IDE), enabling developers to more quickly work with new programming languages.

For Fox and his team, these requirements meant turning to the cloud instead of an on-premises datacenter. “My first thought was to go directly to the cloud because we needed to provide access not only to our salespeople, but to resellers who didn’t have access to our internal network,” says Fox. “The cloud just seemed like a logical choice.”
